Error:'Invalid user' when trying to save exceptions under the licensing node

How to Identify
when trying to use exceptions for users like NT AUTHORITY\SYSTEM or NT AUTHORITY\ANONYMOUS LOGON - the changes cannot be save and a message will pop up with: "invalid user"
Workaround / Fix Details
1. Stop all GFI WebMonitor services
2. Browse to ...GFI\Webmonitor\Data and make a backup of FilterRules.xml in another location
3. Open the file with a notepad and search for "license excepted users"
These exceptions need to be added there

The file should them looks like:

4. Save the changes
5. Start the services stopped on number 1
NOTE: The users will not appear on the list of exceptions, but they should not be counted anymore

Please, note that that is only a work around and if the client change any policy via the user interface those changes in the XML file will be lost and need to be re-added after.
