Global QoS limiting Multi-per-VC mode

Overview

With Multi-Per-VC and Global QoS enabled, the aggregate speed drops to 10%

Cause

This was related to an issue with hardware filters for network objects in VCs.
VCs appear to be limited fairly equally values despite having different assigned bandwidths.

Workaround

Disabling Global QoS the throughput return to levels seen when optimizer is disabled.

Resolution

This issue has been resolved in version 7.4
