Is an email address automatically whitelisted when a quarantined email message is approved in the quarantined email report?

This is not the case. The Approve button will only release the email message from the quarantine. If you wish to add the email address to the whitelist, click the subject line of the email to bring up the Quarantine webpage and the specific message:



There you will have the option to Whitelist and Approve the selected email.
