Problem Summary
(This issue usually starts as one of the "licencing issues" as the non-working licence key is one of the symptoms.) The WebMonitor Webfilter plugin is not visible in TMG and he WebMonPlg.dll can't be registered manually.

How to Identify
When registering the WebMonPlg.dll manually there will be an RegSvr32 popping up with the error code "0xfffffffe". Now you need to continue checking: In the WebMonPlgReg.txt log (can be found in the TMG folder next to the WebMonPlg.dll) you will see: "Failed to add the GfiWebmonitor web filter. Error code is c0040357" (If that log WebMonPlgReg.txt should not exist, you can ask your PSG to provide a tool to identify the issue without it.)
Workaround / Fix Details
The exact reason for this issue is unknown, and it has only been solved in past cases by re-installing TMG.
