Problem Summary

When plugging in a Windows Phone such as a Nokia Lumia, the device is allowed and there are no events logged. Once you unplug it and plug it in again, the phone is blocked as expected.

1. Configure the policy to block everything 2. Plug in the Windows Phone, the device will be allowed 3. Unplug the phone and plug it back in, the device is blocked
